The safest distinction is between support that helps you learn and support that replaces your assessed work. Concept tutoring, source feedback, language editing, and debugging can be legitimate when the module permits them. Asking another person to produce an assessment that you submit as your own can become contract cheating or another form of academic misconduct.
The Straits Times reported in October 2021 that MOE treats ghost-writing and contract cheating seriously and that disciplinary action may include expulsion. That is a general policy warning, not proof that every tutoring or editing engagement is prohibited. Your institution, school, programme, and module may draw the line differently, so ask before relying on assumptions.

Use these examples as a first filter. If the brief says “individual work,” prohibits outside assistance, or requires disclosure, follow that instruction even when an example below appears safer.

In practical university terms, contract cheating means arranging for a third party to produce assessed work and then presenting that work as your own. Payment is common but not essential to the integrity problem: the core issue is misrepresented authorship or unauthorised assistance.
No single answer fits every module. Tutoring, feedback, proofreading, concept explanation, and debugging may be allowed, restricted, or require disclosure. The decisive documents are your assessment instructions, module policy, university code, and any direction from your instructor.
No. NTU’s own guidance says similarity tools identify textual similarity; they do not decide whether plagiarism occurred. A low score also cannot establish who authored a document or whether the assistance was authorised.
No. A seller controls neither your marker nor your institution’s academic-integrity process. Even a full refund would not reverse a submission, remove an investigation, or prove that third-party assistance was permitted.
